The Draft
When : Friday, October 13th
Where : Boardrooms 1+2, Downsview
Starts : 5:00 pm
Ends : ~ 11:00 pm
Food : Pizza will be ordered.
How much to enter : $50

Rule Changes
Submitting Rule Changes..
Rule changes will be accepted by E-mail up until 7 PM of the night 8 days prior to the draft (Thu Oct 5th). Proposals will be posted on the website as time permits.
Second Motions..
In order for a rule change proposal to be accepted, it must receive a 'second motion' from another manager before the submission deadline. Motions not seconded will be withdrawn and not voted on.
Voting..
Once the final list of acceptable rule change proposals is posted, voting will commence via E-mail. The deadline for voting is 7 PM of the night before the draft (Thu Oct 12th). Absention will count as a "nay" or "no change" vote. Managers intending to vote "yes" but are unable to for reasons beyond their control may choose to have someone else vote on their behalf.
Passing Rule Changes..
1. For singular proposals : A simple majority (+1) of all managers will pass the rule change.

2. For multiple proposals : In the case of 3 or more competitive proposals [this would include an "as-is" (no change) option]
you will need to submit a 1st and 2nd choice. A second ballot may be required between the top 2 proposals if a majority is not achieved on the first vote. For this second ballot, your 1st choice will be your selection, however if your 1st choice is no longer available, your 2nd choice will be used.

The Draft Lottery
To determine the order of selection in the Draft..
Pick an NHL team...then choose a time & period that you think their last goal will be scored before draft night.
The draft order will be determined by a ranking of how close you are to the actual time.

Notes & Rules..
1. OFFICIAL Final deadline for entries is 7 PM on the night before the draft (Thu Oct 12th).

2. Overtime counts as a period. Overtime goals count in the calculation. Shootouts do not count.

3. If your team is shutout..then the previous game is used.
        <This game will be used as a replacement to the last game..ie-the calculation does not start from the beginning of the last game nor is 60 or 65 minutes added to the previous game time. Yes this means that someone can watch a team play in the next-to-last game..write down the time of the last goal..and then hope for a shutout in the last game.>

4. You may change your lottery time up to game time, but may only pick a new time from teams which have not started their last game.

5. Once the game you picked has started, you cannot change your time.


Tie-Breaking Method..
In the event of a tie, the higher ranking goes to the participant whose chosen time precedes the actual time. If still tied (in the case of participants who selected different teams) then the deciding factor will be the time difference to the 2nd-to-last goal (or if still tied..the 3rd-to-last goal,etc)
Odd Number of OSPC Teams..
Note: The league runs best with an even number of teams. In the event that we do not have an even number of teams..a volunteer will be secondered to run a second team. The total number of teams in the league will be limited
to 24.

About the Draft
When..
The Draft is held on the 3rd Friday of the season.

Draft order is..
Round 1:    1-2-3-4-5-6-7-8-9-10-11-12-13-14-15-16-17-18-19-20-21-22-23-24.
Round 2:    24-23-22-21-20-19-18-17-16-15-14-13-12-11-10-9-8-7-6-5-4-3-2-1.
Round 3:    1-2-3-4-5-6-7... and so on. There are 15 rounds.

Who/what to draft..
You will be drafting 15 players. They may be any number of forwards, defenceman or goaltenders. Keep in mind that during the season only 11 of your players are actually "dressed" at any one time and have their points count in the Hockey Pool standings. The 11 are made up of a maximum of 6 forwards, 4 defenceman, and 1 goaltender. The other 4 players are "on the Farm"..and their points don't count in the standings.

About the Season
What players' stats count ..
Forwards.. Points only.
Defencemen.. Points.. plus additionally.. Plus/Minus on a weekly basis. Minus +/- counted as Zero.
Goaltenders.. Points.. plus additionally.. Wins (worth 1 point each)..
.. plus.. Shutouts (worth 10 points each - shared shutouts worth 5 .).

Only 11 of your players are actually "dressed" at any one time and have their points count in the standings. The 11 are made up of a maximum of 6 forwards, 4 defenceman, and 1 goaltender. The other 4 players are "on the Farm"..and their points don't count in the standings.


Stats ..
Stats are tallied every Tuesday or Monday (up to an including Sunday's games). The official tally will be from USA Today.

Deadlines ..
You may dress or scratch (send to the farm) players at any time. Stats for the new player will start (and for the former player will end) beginning the following Monday's set of games. Weekly deadline is 7 PM Monday.

Signings ..
Every week you will be paired with an NHL team determined by the NHL standings as of the weekly stats update time. This is on a per-conference basis. NHL Standings are determined by points...NHL division leaders are not automatically ranked 1-2-3. At any time, you may sign a player from the official roster of the NHL team that you are linked to providing that player is not currently on any OSPC Hockey Pool team. You must then release one of your current players..who then becomes available to others. The official NHL team roster includes that of its minor league affiliates. There is a signing fee of $1. The signed player becomes a member of your team the upcoming Monday at 7 PM. Eligibility of signed players will be decided by the Commissioner. Signings, once officially registered with the league, cannot be undone. A current list of already-signed players will be maintained and made available on this website. Additionally in each conference..the lowest ranked teams in the previous weeks per-weekly point totals will also be paired with the remaining NHL teams in reverse order.

Free Signings..
Each team gets one free signing, which can be used at any time during the Regular Season before the Trade Deadline. The team signing will not have to release a player to make room for the free signing. This in effect gives all teams a trade-notwithstanding base of 16 players.

Trades ..
Any number of players may be traded..including 2 for 1s, 3 for 2s, etc. ..even if the trade results in your team having fewer than the required dressed forwards, defencemen, etc. Even if you end up having 20 players, a maximum of 11 can be dressed. Trades come into effect the following Monday. Same deadline method as in above paragraph. All trades must be approved by the commissioner. Ridiculously lop-sided trades will not be approved. Trades are not allowed between teams who share the same full or partial ownership..or whose full or partial owners are related..nor can de facto trades be made by using two or more 3rd party trades within the same hockey pool week (Monday-Monday). Trade deadline is Midnight ET at the end the day of the NHL trade deadline.
There is also a co-incidental holiday roster freeze in late December (no
trades/signings allowed). A trade will be considered to have occurred at
the time of the notification to the commissioner (in the case of an
E-mail..the time of E-mail transmission). Trades, once officially
registered with the league, cannot be undone uni-laterally. You also have
the ability to trade your weekly rights to an NHL team..alone or as part
of a player trade. If any team with traded rights does not sign a new player before the weekly deadline, then the original trade (and any subsequent trades involving players from the original deal) will be declared null & void. Future considerations cannot be made part of any trade.
NHL Standings..
Teams are ranked as follows..
  1. Most points.
  2. Most wins.
 (3. Win-Loss Differential.)
  4. Goal Differential.


(#3 during season only..not used in Final Standings..instead replaced by best record amongst games between teams.)
OSPC League Standings..
Teams are ranked in each conference as follows..
  1. Most points.

  2. Most points this week.
  3. Most points previous week.
  * Division leaders are always ranked 1-2.

The Season..
Stats will be calculated from Day 1 of the NHL Season. There will be two conferences (Eastern & Western) with an even number of teams..both divided into two divisions. You may choose which division you would like to be in. Selection will be in the reserve order of the draft..obeying the limit for number of teams established for each conference and division. There is one exceptional provision - father/son (husband/wife, etc) teams will not be placed in the same conference although either team has the authority to waive that provision. Ties in the final standings will be broken by most points in the last week of the season..or if need be..the previous week. All trades and signings will be posted weekly.

About the All-Star Game
All-Star Game ..
Stats from the All-Star Game will count separately for a special All-Star Game prize. +/- will not count. All goals & assists will count. The winning goalie (the goalie on the ice when the winning goal is scored) will be credited with 2 points. In the (very) unlikely event that one team gets a shutout..the 3 goalies involved will each get 2 points (or in the event of a goalie injury during a game..a pro-rated division of 5 points..rounded off to the nearest point). Shootout goals do not count. The 2007 All-Star Game will be held on Wed Jan 24 in Dallas.
Tie-Breaking Method..
Ties will be broken by the following format:
1. First to point total. 2. Goals before assists. 3. Primary assist before secondary assist.
(Goalies with SO points will have been considered to have earned their points at the end of their game).

About the Play-offs
Play-off Match-Ups ..
The division leaders and the next top 6 teams in each conference will make the Cup play-offs. The division leaders will be ranked 1-2. The play-offs will be a 1 vs 8, 2 vs 7, 3 vs 6, 4 vs 5 format. The two conference winners will play for the Cyclone Taylor Cup. Point structure will be the same as regular season..except that Defencemen +/- will be on a per game rather than per week basis..and goalie shutouts will be reduced from 10 to 2 points.
You will dress 10 players made up of any number of forwards, defencemen and goaltenders. The same 10 will play the entire play-off round. Home ice advantage will mean that in the event of a series tie..the series goes to the team with home ice advantage. If you win a play-off round..you will absorb your defeated opponent's players..and then make a new selection of 10 players to dress for the next round. Deadline for selecting your dressed players is the start of the first play-off game of that round..otherwise the commissioner will automatically select your players determined by regular season stats.
In the league final, both teams may use leftover players from their
conference consolation round teams.


Consolation Round/s..
Teams that miss the Cup play-offs will play-off in the consolation rounds. Same player point structure as that used in the Cup play-offs. Home ice advantage goes to team with most regular season points (using regular season tie-breaker method if required).
Number of consolation rounds will be as follows..
2 non-play-off teams..1 consolation series (9 vs 9).
4 non-play-off teams..2 consolation series (9s vs 10s) then consolation final.
6 non-play-off teams..3 consolation series (9s vs 11s, 10s vs 10s) then round-robin+ final.
8 non-play-off teams..3 full consolation rounds (9s vs 12s, 10s vs 11s).
The consolation winner is ineligible to compete for the Cyclone Taylor Cup.
+ Round-Robin would see 3 teams play head-to-head in one series.
